Urumxi, China, 4 April 2012 — Mawlana Hazar Imam paid an official visit to Urumxi, China from 2–4 April 2012, at the invitation of the Governor of the Xinjiang Uyghur Autonomous Region, Mr Nur Bekri, to discuss collaboration between the Aga Khan Development Network (AKDN) and the Government of Xinjiang.

DUSHANBE -- Prince Karim Aga Khan IV, imam of the Ismaili branch of the Shi'a Muslim faith, has said that an Ismaili center has been officially registered in Dushanbe under Tajikistan's law on religion.

The previously unannounced visit came as Tajikistan faces economic pressure from its neighbor Uzbekistan -- including cuts to badly needed electricity and natural gas supplies and the closure of road and railway connections between the two countries that Tajikistan needs as transit routes to Kazakhstan and world markets.

Analysts say the Aga Khan's visit is aimed at showing that Rahmon is not politically and economically isolated in his Central Asian former Soviet republic.

On April 4, Tajikistan's embassy in Moscow accused Uzbekistan of imposing a blockade in order "to make Dushanbe adopt decisions profitable for Tashkent."

But Uzbekistan has rejected those accusations.

Uzbekistan's Prime Minister Shavkat Mirziyaev said on April 4 that energy and transport links to Tajikistan have been cut due to "technical reasons."

Tajik officials have warned that a prolonged cutoff of energy supplies from Uzbekistan and cross-border transport could lead to a humanitarian disaster.

Electricity already is being rationed in Tajikistan because of shortages.

Investment In Several Areas

The Aga Khan, who runs a development network bearing his name, said his talks with Tajikistan's president on April 4 focused on difficult living conditions for many residents of the country after a long, harsh winter:

"With regard to the discussions with His Excellency the President we reviewed the situation in the region," he said. "And we spent some time looking at the questions concerning national infrastructure in Tajikistan -- because like many countries which are an integral part of a regional process, the way in which each country functions is very important indeed."

The Aga Khan told reporters after his talks with Rahmon that he will continue to invest in water, road, energy, and communications projects in Tajikistan. His network has already financed five key bridges in the country and a five-star hotel in Dushanbe as well as agriculture and education projects.

He indicated that his network has "an ongoing development program for Tajikistan" that would also cover other spheres of activity such as culture, health care, and economic development.

"We have a number of areas where we will continue to commit resources to the future of Tajikistan," he said.

With thousands of people who follow the Ismaili faith living in Tajikistan's eastern Badakhshan region, the Aga Khan also announced after his talks with Rahmon that an Ismaili center has been officially registered in Dushanbe under Tajikistan's law on religion.

DUSHANBE, April 1, 2012, Asia-Plus -- An official source at the Committee on Religious Affairs (CRA) under the Government of Tajikistan told Asia-Plus on March 31 that the Ismaili Center, Dushanbe has been registered with CRA.


According to him, the registration document was allegedly handed over to representative of His Highness the Aga khan, Imam (spiritual leader) of the Shia Imami Ismaili Muslims, on March 30. The Center was registered as “religious association of the committee for development of Ismaili places of worship,” the source noted.


Meanwhile, representatives of the Ismaili Center, Dushanbe have denied this information as unfounded. According to them, no talks on this subject have been conducted with the Committee on Religious Affairs.


Opened in 2009, the Ismaili Center, Dushanbe is the first such Center in Central Asia — a region that has been home to Ismaili Muslims for more than a thousand years. It stands as both a reminder of great history and accomplishment, and a call on the peoples of the region to reflect on that inheritance as they shape the world of tomorrow.


Inspired by some of the region’s most distinctive monuments, the architecture of the Ismaili Center blends many craft and artisanal traditions of Central Asia. It is designed to facilitate cultural and intellectual exchange, and to re-invigorate the spirit of enquiry characterized by scholars whose contributions over the centuries were encouraged by the Ismaili Muslim community under the patronage of its leadership.


As articulated by His Highness the Aga Khan at the Foundation Ceremony of the Ismaili Center, Dubai, the Ismaili Centers belong to the historic category of jamatkhana. They are symbolic markers of the permanent presence of the Ismaili community in the regions in which they are established. Architecturally unique, each building incorporates spaces for social and cultural gatherings, intellectual engagement and reflection, as well as spiritual contemplation. They serve as ambassadorial hubs, representing the Ismaili community’s attitude towards the Muslim faith and modern life, while extending a hand of friendship and understanding to enhance relationships among faith communities, government and civil society.


Since the foundation of the Ismaili Center, London — the first such Center in the Western world — was laid in 1979, another four Centers opened in Burnaby (Vancouver), Lisbon, Dubai, and Dushanbe. According to Wikipedia, following the establishment of the latest Center in Toronto, additional Ismaili Centers are expected in Houston, Paris and Los Angeles.

Meeting with Karim Aga Khan IV

Today, the President of the country Emomali Rahmon received the Leader of Ismailites of the world Karim Aga Khan IV.

The issues related to life of Ismailites of Tajikistan, current state and prospects of enhancement of cooperation with Aga Khan Development Network have been considered at the meeting.

Karim Aga Khan IV expressed his appreciation to Head of State Emomali Rahmon over an official registration of Cultural Ismailite Centre in Dushanbe and highlighted this act as an evidence of freedom of religion and tolerance in Tajikistan.

The sides voiced their satisfaction from the results and substance of long-term cooperation, including regarding the attraction of investment for numerous projects of Tajikistan in spheres of education, healthcare, social protection of population, culture, irrigation, energy and construction of bridges and automobile roads, as well as considered it necessary to deepen the mutually advantageous relations.

Both sides underlined their firm interest in further development of cooperation.

Aga Khan, Rakhmon discuss Tajik hardships

DUSHANBE – Prince Karam Aga Khan IV, imam of the Ismaili branch of Shia Islam, and Tajik President Emomali Rakhmon April 4 discussed the hardships many Tajiks face after a harsh winter, Radio Free Europe/Radio Liberty (RFE/RL) reported.

“We spent some time looking at the questions concerning national infrastructure in Tajikistan,” the Aga Khan said, according to RFE/RL, adding he plans to keep investing in Tajik infrastructure projects.

The Aga Khan has financed four bridges connecting Tajikistan and Afghanistan and a hotel in Dushanbe, Regnum.ru reported April 4, adding that construction of a fifth Tajik-Afghan bridge is pending.
