I have seen jamati members drining Aab-e-Shifa twice in morning JK between Ghatpaat Duas. What are the reasons behind?

There are, in fact, very specific reasons why people do that. There are different significances for drinking at each of those different times. I vaguely know the signifcances; therefore, I don't want to take the risk of listing any and causing any misinterpretations. However, I did come across one of the Waez on ismaili.net by Alwaez Abu Ali, and in that waez, he explained basically what you are asking. I am sorry I can not directly refer back to the waez, because there are hundreds of waez by Alwaez Abu Ali, and I don't quite remember which one I listened to.
Sorry for not really answering your question as you have probably expected, but at least I know the answer lies somewhere in those waez. I am not sure, but try one of the waez titled "Ghat Paat" or something along those lines. Hope this helps. Good luck!

Simple answer brother, first time they drinking is as everybody drinks for our sous cleanliness and it is ordered by our imam, before the gatpat ceremony this Niyaz called "Aabe Shafa" which is good for our souls cleanliness ,I have seen jamati members drining Aab-e-Shifa twice in morning JK between Ghatpaat Duas. What are the reasons behind?
the second time Niyaz call Aabe "Safa ( BIMARI KO DUR KARNE WALA PANI) therefore some jamati members drink the second time to get rid of their illness/sickness and to get rid off ghost if any!.
Let me share one true story which I witness my self;
In my wife family one person came under heavy control of bad Ruhani/spirit/ghost, he started to do strange things was not able to do any thing, eat too much speak some different kind language. My grand father started to give him Aabe Safa before Gatpat path duas daily, in short period of time the ghost ran away and now he is in USA I just meet him couple weeks ago he just doing fine.

so after dua Uthampaji venti, its called Abe safa and before that its called Abe Shafa......
but some people pronounce Abe Shifa before Uthampaji.....
can you or somebody else clearlyfy what exactly should pronounced ?

Abe Safa is what Hazar Imam makes in front of our eyes during Didar, we see it all the time. Sometime, he sends it through someone.
After the GatPat ceremony it becomes Abe Shafa, called also Abe Shifa.
There are many names for refering to Abe Safa in the ginans: Nyaz (Nyadj as Hazar Imam once pronouced Amee, Noor, IsmeAzam, Pawal, Amrat etc....

Abe Safa = water for healing the soul = before Dua Gatpath Qayam
Abe Shifa = water for healing the body = after Dua Gatpath Qayam
