No, they both were different person.
However many peoples believe that they were both same person. but if you read the history of these two persons then you find out that they were both different persons.
Sikandar Zulkarnain described in Yazuz and Mazuz story, as per the story,
a legendary warrior-king named Zulkarnain trapped Gog & Magog behind a dam of iron and bronze. He is also mentioned in Quran.

Alexander the great was a king of Macedon, a state in northern ancient Greece. Born in Pella in 356 BC, who had dream to rule all over in this earth but his this dream was never fulfilled he was died while returning from India.

Chalo agakhani bhai, me Sura number bta deta hun, ap pura sura parhenge to pura matlab samaj ayega:

Surah Al-Kahf 18:94 (The Cave=Ghaar).

As far as your enquiry about the name. There are two possible meanings of 'Zul-qarnain' 2 qaumun ke darmian basne wala & second his forehead (peshani) par 2 cheezen ubri hui the like horns (seeng). So he was named/remembered as 'Zul-qarnain'.
