What is Hazir Imam's say o­n this?  Why is it performed in certain countries and not in others?  Doesn't Hazir Imam enforce that is should be held in all JK's?

Where did this Majlis originate from? How come it o­nly takes place in the western countries? How come people in Pakistan, India and Africa don't know about this? Thanks.
